INSTITUTE ANTI RAGGING POLICY


We are proud of the fact that our Institute aims at maintaining a healthy and congenial academic environment that shall be free from the menace of ragging. Institute maintains that: Ragging is Unsocial, Illegal, Punishable and has been completely banned in any form whatsoever by the Hon'ble Supreme Court of India .Ragging is defined as "Any act causing, inducing, compelling or forcing a student, whether by way of practical joke or otherwise, to do any act which detracts from human dignity or violates his person or exposes him to ridicule or forebears from doing any lawful act, by intimidating, wrongfully restraining, wrongfully confining, or injuring him by using criminal force towards him or by holding out to him any threat of such intimidation, wrongful restraint, wrongful confinement, injury or the use of criminal force."

Further some of the acts that would be construed as Ragging are listed below:-
  • (a) Compelling a student to address the seniors as 'Sir' or 'Madam'
  • (b) To perform mass drill.
  • (c) To copy class notes for seniors.
  • (d) To serve various errands.
  • (e) To do menial jobs for the seniors.
  • (f) To ask/answer vulgar questions.
  • (g) To look at pornographic material 'to shock the freshers out of their innocence'.
  • (h) To force to drink alcohol or scalding tea etc.
  • (i) To force to do acts with sexual overtones including homosexual acts.
  • (j) To force to do acts that can lead to physical injury/mental torture or death.
  • (k) To strip or kiss etc.
  • (1) To do other obscenities.
  • (m) To force the students to do any act which amounts to ridicule or degradation of human dignity.
  • (0) To use physical force/assault of any nature.
  • (p) Abusing.

The above list is by no means exhaustive. Any act that the authorities consider falling within the ambit of Ragging given in the definition above would invite severe punishment.

REGARDING MEASURES TO CHECK RAGGING

All India Council for Technical Education and Duke College of Management have recommended stern measures to check ragging in the educational institutions. The punishments to be awarded for those who are found guilty of participation in or abetment of ragging are listed as under:-

  • 1. Cancellation of admission.
  • 2. Suspension from attending classes.
  • 3. Withholding / withdrawing scholarship / fellowship and other benefits.
  • 4. Debarring from appearing in any text / examination or other evaluation process.
  • 5. Withholding results.
  • 6. Debarring from representing the institution in any national or international meet, tournament, youth festival etc.
  • 7. Suspensions / expulsion from the hostel.
  • 8. Rustication from the institution for period varying from 1 to 4 semesters.
  • 9. Expulsion from the institution and consequent debarring from admission to any other institution.
  • 10. Fine up to Rs. 50,000/-.
  • 11. Rigorous imprisonment up to three years (This will depend upon the nature and gravity of the offence as established by court of law).
  • 12. Collective punishment: When the person committing or abetting the crime or ragging are not identified, the Institute shall resort to collective punishment as a deterrent to ensure community pressure on the potential raggers.
As per the orders of Hon'ble Supreme Court the Institute is obliged to report all cases of ragging to police.

The All India Council for Technical Education envisages that a written undertaking signed by the parent/guardians of the candidate is also to be obtained for official record and necessary action. The students are required to submit the undertaking (attached at Annexure-I) along with the Admission / Registration form.

Keeping the above in view the students are advised to refrain from indulging in any act of ragging. Defaulters would be dealt with severely.

Any compromise reached with the victim later would not be tenable as a plea for lenient punishment.

To deal with the menace of ragging an Anti Ragging cell has been established at the Institute. All cases of ragging will be referred to this cell for prompt action

Note: Smoking in an around the Institute is prohibited consuming/carrying of Alcohol/Narcotics and weapons is strictly prohibited.
